INTERNAL AND OPERATIONAL REGULATIONS of
BLAU STUDENT HOUSING

Introduction

BLAU STUDENT HOUSING is a student residence designed to provide quality accommodation and services to its residents, providing a suitable environment to study.


In addition to staying in a single or double room, or in a single or double studio, BLAU STUDENT HOUSING residents have the right to use all the public areas of the building, always according to the use and schedules for which they have been created that will be described in this document. These areas include, but are not limited to, the community room, reading area and social room, dining and restaurant spaces, terraces, video game room, game room, group study rooms, language school rooms, general study room, multipurpose room/cinema (cinema screenings, conferences and presentations), laundry area, indoor and outdoor gyms, roof terrace (including pool area) and parking areas.


These internal rules of use and operation have the objective of establishing guidelines for behavior and use of the facility by residents, to avoid the appearance of conflicts between residents and unnecessary deterioration of the facilities, as well as adequate coexistence with neighbors of neighboring buildings. The resident must know them and comply with them in all their scope and throughout their stay. Since the main objective of BLAU STUDENT HOUSING is to provide an environment that encourages the possibility of studying among its residents, the residence staff will enforce these rules, applying appropriate disciplinary procedures to ensure that the study environment is provided to all residents.


Any resident staying at BLAU STUDENT HOUSING who may be affected by any medical condition or any other limiting condition is obliged to communicate said condition or circumstance to the residence management at least 30 days prior to the start of their stay at the residence.

 

1. Schedule

The BLAU STUDENT HOUSING community reception area is open 24 hours a day, seven days a week, 365 days a year.

2. Access control

Access to the residence, rooms and other common areas of the residence will be carried out through security control using electronic keys linked to your mobile device. It is necessary to have your own mobile device to access the rooms and common spaces exclusively for residents.

3. Residence access areas

Entry and exit from the main residence building will be carried out solely and exclusively through the main door located on Emilia Coranty Street, the use of emergency doors, emergency stairs, the pedestrian entrance to the parking lot or any other means of entry being expressly prohibited to the building.

Entry and exit from the postgraduate residence building located adjacent to the main residence building will be carried out only by residents of this private building. Residents of the main building will not be allowed to enter the postgraduate building unless accompanied by a resident of the postgraduate building. Entry and exit from the postgraduate residence building will be carried out solely and exclusively through the main door located on Emilia Coranty Street, and the use of emergency doors, emergency stairs, or any other means of entry to the building is expressly prohibited. building.

4. Overnight

Rooms are personal and non-transferable. Students cannot spend the night in other rooms.

5. Visitors

Visitors will have free access to the community room, reading area and social room, restaurant and terrace on the ground floor. These visitors will be able to access the specific Wi-Fi network for guests, upon request for access at the community reception area. The resident, under no circumstances, may share his or her username and password with a visitor. If the resident wishes to provide guest access to the common areas that have access control, they will need to register their visitors in the community reception area so that residence staff can provide access to the guests. The maximum number of guests per resident is 2 people for specific times, although the management may facilitate access to a higher number at its discretion. Visitors will be able to access the areas with access control from 9:00 a.m. and must leave the residence before 10:00 p.m. The resident is responsible for any inconvenience that their visits may cause to other residents, as well as any damage they may cause to the residence facilities. Visitors cannot move alone within the residence or access the rooms or other private areas of the community, without the express authorization of the management. Failure to comply with this rule will result in the immediate expulsion of the person or persons irregularly housed and may result in the expulsion of the responsible resident.

Overnight visitors should reserve a separate room in the residence, however, if family members visit for short amounts of time, the residence management may provide an exception to allow overnight privileges on a case by case basis.

6. Noise

Those residents who wish to carry out any type of activity in their rooms or studios that emit sounds that may disturb other residents must at all times keep the sound level of their equipment or conversations low enough to avoid such disturbances and, in particular, from from 11:00 p.m. to 7:00 a.m. in the main building and from 10:00 p.m. to 8:00 a.m. in the postgraduate building. Those residents who leave their windows open should also keep noise at a low level to avoid disturbing our neighbors.

7. Animals

The presence of any type of animal is not allowed in the rooms or in any other area of the residence.

8. Unauthorized devices

The use of external equipment not provided by the residence such as stoves, cooktops, grills, ovens, microwaves or any other appliance that may generate flames or smoke is not permitted without the express written consent of the residence management, and the resident is solely responsible for any incident that may occur due to the use of said devices.

9. Age

All residents must be at least 18 years of age to stay alone at the residence. Residents between age 16 and 18 may stay at the residence if accompanied by a parent or guardian (who also must pay for their stay in a relevant studio or room). Residents under the age of 16 are not allowed to stay at the residence under any circumstances unless prior written consent has been obtained from the residence management.

10. Management of equipment or facilities

Tampering or misuse of safety elements such as smoke detectors, fire extinguishers, fire hoses, emergency doors or stairs, or any other type of installation or equipment in the residence, for example, electrical panels, sockets, water taps, WiFi equipment, climate control systems, or other similar items are not permitted.

11. No smoking

We do not allow smoking or vaping anywhere in our residence, including outdoor areas and terraces on the residence property. However, smoking is permitted outside the residence property in the common pedestrian courtyard, provided there are no signs indicating otherwise. Please do not throw cigarette butts on the ground or on any of our neighbors’ property. We work hard to maintain good relationships with our neighbors. Any resident who smokes in any part of our residence will be charged for the cleaning service to return the property to the condition it was in when they arrived, plus an administrative penalty of €200. Recurrence is subject to suspension of residency, although contractual payments will remain in force.

12. Use of banners, posters or other decorative elements

It is not permitted to place posters, banners, stickers of any kind or any other element that could damage the walls, ceilings or doors of the rooms or any other space in the residence. Drilling or punching holes in walls, ceilings or doors is also not permitted, nor is it permitted to use glue to hang any type of objects in any space in the residence. Any damage caused by any of these circumstances will be the responsibility of the resident and the cost of repair will be invoiced to the resident or withheld from the deposit if the damage has not been detected before the end of the resident’s period of stay at BLAU STUDENT HOUSING.
Residents who wish to announce events or activities must request authorization from the residence management. If approved, the management will indicate the area and type of support appropriate for its placement.

13. Furniture

Changes or alterations to the furniture in the rooms, studies or other areas of the residence are not permitted. If a resident wishes to add any element of furniture to their room, they must consult in advance with the management, who must approve it in writing.

14. Cleaning

The cleaning service for rooms and studios is mandatory and residents will not be able to waive this requirement more than 1 consecutive time to guarantee proper hygiene in these areas. Those residents who wish to do so may request additional cleaning of their rooms or studios, according to the rates in force at the time of their request.

14.1. Rooms and Studios

Room cleaning will be done on one defined day per week, starting after the 7th night of your stay. To facilitate this service, the rooms must be available from 10:00am in the morning, keeping them tidy enough so that the cleaning staff can carry out their work correctly. Housekeeping staff will not sort rooms or remove resident clothing or personal items from the room, floor, or any other surface in the room. When a room has not been vacated before 10:00am, does not meet the minimum order conditions, or the red “do not disturb light” is turned on, it will be understood that the resident renounces this service and must wait until the next scheduled cleaning day. It is mandatory, for hygiene reasons, to allow room cleaning at least twice a month.

14.2. Kitchen areas

All residents are responsible for washing their dishes and keeping the kitchen area free of any items so that housekeeping staff can clean kitchen surfaces. Housekeeping staff are not responsible for washing dishes.

14.3. Terraces

It is the responsibility of residents to maintain order on the terraces, using the recycling and garbage containers at their disposal to collect waste they generate. The cleaning staff will be in charge of emptying trash cans, as well as cleaning the terraces.

14.4. Common areas

The common areas of the residence have daily cleaning service, but residents are required to use the recycling and garbage containers for the trash they generate, and it is prohibited to leave trash in any other area of the residence. In the event of a spill of liquids or solids in any space of the residence, please inform the community team as soon as possible to avoid unnecessary inconvenience to the rest of the residents.

15. Saving energy and water

BLAU STUDENT HOUSING is a building designed to minimize its impact on the environment, which is why it has facilities that have been designed to maximize energy savings. The air renewal in the rooms is carried out mechanically through the use of heat exchangers to guarantee correct hygiene, lower electricity consumption and maximum temperature stability inside the rooms, which is why we recommend keeping the windows and doors closed whenever possible. Taking care of the environment is everyone’s responsibility, so we ask for maximum collaboration and sensitivity in relation to the use of energy and water, both hot and cold, by residents.

16. Laundry

It is not allowed to wash clothes in the bedrooms or hang them on the façade or terraces, both private and common. Residents have access to self-service laundry 24 hours a day throughout their stay. Residents will be responsible for any damage or harm that they may cause to clothing, machinery or self-service laundry facilities.

17. Damage

The damage that any resident may cause to any element or space of the residence is the responsibility of the resident causing the damage, who will bear the cost of repair and/or replacement, if applicable, whether said damage is caused by negligence or accident. The resident is obliged to immediately inform the community team about the damage caused.

18. Theft of personal items

The residence is not responsible for the personal effects of residents in any case. In the event of theft or loss of personal belongings, the resident must immediately notify said loss or theft to the residence management, who may, as a courtesy, review the images from the residence’s security cameras to try to assist the resident. The images from security cameras are stored for 48 hours, so after that time it will not be possible to review them. To prevent theft, residents must ensure their windows remain closed. Each room is equipped with a safe and the residence strongly recommends using it to store personal valuables. Any resident who takes any personal effects of another resident will be expelled from the residence.

19. Use of common and private areas

In general, residents must respect all the elements and facilities of the residence, avoiding disorder, loss or deterioration of the same, to guarantee that all residents can enjoy said elements and facilities.

It is not allowed to hold parties in the rooms or studios or organize parties in any other area of the residence, these must be formally approved by the residence management.

Being naked or semi-naked is not permitted anywhere in the common areas. However, swimsuits are permitted on the rooftop solarium.

We will not allow sleeping in any common area, the rooms are designed for this purpose. The only exception is the solarium and pool area and during the established hours.

19.1. Terraces

The terraces of the residence (including the rooftop pool area), whether common or private, may be used by residents from 8:00 a.m. to 10:30 p.m., always trying to avoid inconvenience to the residents of neighboring buildings. The use of speakers or other devices that emit sounds is not permitted on the terraces to avoid disturbing other residents and residents of neighboring buildings.

19.2. Multipurpose room/ cinema

The multipurpose room/cinema is for use by all residents 24 hours per day. Scheduled events, such as film viewings, documentaries, presentations or conferences, will take priority. Residents who wish to do so may suggest activities to be carried out in that room to the residence management, who may reserve this room for said activity and communicate it to the rest of the residents.

19.3. Game room

The game room is for use by all residents 24 hours per day. Guests are asked to respect the games available to residents as much as possible, so that everyone can enjoy them.

19.4. Group study rooms

Residents will be able to freely use the group study rooms when they are not occupied for language courses or other official residence hall activities, reserved for working in groups of at least two people or for private classes. The reservation must be made through the resident’s application or through the community team that will provide the necessary elements for the use of the room. It is the responsibility of the resident who has made the reservation for the room, to leave it tidy and return any items for its use to the community bar, immediately after finishing its use. Any resident who wishes to use the room later must request a reservation through the permitted means. Reservations will have priority use over unreserved use.

19.5. General study room

Residents will be able to freely use the general study room 24 hours per day throughout their stay. Residents are asked to avoid loud noises that may disturb other residents who are using that room, as well as to maintain silence in the room after 11:00 p.m. Residents must remove their belongings after finishing their work in this room, and cannot be away for more than 1 hour leaving their belongings in the space. Every morning the residence staff will remove unattended belongings in this room, to guarantee the availability of spaces to other residents. Residence staff will not be responsible for belongings left unattended by residents. The belongings removed by the residence staff will be stored for a maximum period of 15 days. After this period, without having been claimed by any resident, said belongings will be discarded.

20. Consumption of alcoholic beverages.

The consumption of alcoholic beverages of more than 16% ABV is not permitted in any space of the residence. Consumption of alcoholic beverages less than 16% ABV must be done responsibly and only by residents over 18 years of age.

21. Materials and equipment of the residence.

It is not permitted to take any material or equipment belonging to the residence out of the residence, such as towels, dishes, glassware, cutlery, games, screens or any other object owned by the residence.

Towels must remain in the rooms and studios and can only be taken to the laundry if the resident wishes to wash them in addition to the included weekly cleaning.

Glassware, crockery, cutlery or any other element of the restaurant must remain in the restaurant, and cannot be transported to any other space inside or outside the premises of residence.

22. Parking lot

The maximum speed for any type of vehicle within the parking area is 10 km/h and users are asked to be careful when entering and leaving the parking lot, given that the residence is located on a pedestrian street. In order to be a user of a parking space, whether for a motorcycle or car, you must provide current insurance for the vehicle to be parked, not allowing third parties to use your space. Any damage caused to other vehicles or parking facilities by a user will be the user’s responsibility, which must be immediately reported to the residence management and the insurance company. The residence will not be responsible for damage caused to vehicles or people by other users.

23. Regrouping of residents of double rooms and studios

The management of the residence reserves the right to group together residents of the same sex who occupy double rooms or double studios of the same characteristics, and which are occupied by a single resident, in order to optimize the energy consumption of the residence.

24. Restaurant service

The residence’s restaurant will remain open all year round during the hours established on the restaurant grounds.

Those residents who suffer from any type of allergy or intolerance, or any physical condition that prevents them from eating a specific food, must communicate this condition in the personal data form provided before arrival at the residence. Only food and drinks purchased from the restaurant are permitted in the restaurant or on the ground floor common areas. External food or beverages may not be consumed in the restaurant area on the ground floor. 

25. Stay, duties and rights

Those Residents who have satisfied their payment obligations will have the type of accommodation and extra services contracted, only for the contracted period. Residents are obliged to comply with the entire contracted period, and cannot claim for non-compliance with the way in which the studies they are taking are taught (from in-person to telematics). Abandoning the Residence before the expiration of the Agreed Period will mean the loss of the place and the deposit, and all outstanding monthly payments must be paid until the aforementioned expiration.

Those residents staying in double rooms will have the right to occupy only one bed, a desk and a closet, leaving the other bed, desk and closet free of objects of any kind at all times.

26. Residence security measures against COVID-19 or any other disease with a high percentage of community transmission.

All residents must acknowledge and agree to comply with all current guidelines and protocols related to COVID-19 or any other disease with a high rate of community transmission as established by the residence. These guidelines may be updated from time to time based on recommendations or directives issued by relevant government authorities. COVID-19 guidelines are subject to change based on updates and directives issued by government health agencies or other relevant authorities. All residents must agree to stay informed of these updates and comply with any changes communicated by residence management.

27. Non-compliance with obligations by the resident

The Resident undertakes to comply, at all times, with all the internal rules of use and operation contained in this document, as well as any modification thereof that is communicated by the Residence Management during the Resident’s stay. Non-compliance, classified as serious, will imply the immediate expulsion of the Resident, and repeated non-compliance, classified as minor, may imply the expulsion of the Resident who fails to comply if the management of the Residence deems it so, with the consequence, in both cases, of the loss of the rights contracted by the Resident, as well as the deposit deposited. Furthermore, any non-compliance with the same that entails damage or harm to the Residence will entail financial compensation after its assessment, and this regardless of the opening of the corresponding disciplinary file.
The following will be considered minor non-compliance:
● Using common services outside of established hours or inappropriately.
● Violating the rules on cleaning and hygiene of common areas and rooms.
● Participate in any activity that disturbs coexistence within the residence and in particular disturbs the silence at night.
● Failure to comply with the schedule established in the Internal Regulations of Use and Operation
● Stay in common areas with people outside the Residences outside of established hours.
● Failure to comply with any other of the duties established in this Regulation, the sanction of which does not constitute serious misconduct.

The following, but not limited to, will be considered a serious violation that will result in the immediate eviction of the resident:
● The theft of belongings of other residents, visitors or property of the residence or third parties.
● Failure to comply with health obligations dictated by the corresponding authorities or residence management.
● The intentional destruction or damage of belongings of other residents, visitors or property of the residence or third parties.
● The insult, harassment or aggression to any other resident, visitor or staff of the residence or to third parties by it, whatever the means used for said insult or harassment. Included in this concept is the performance of any type of hazing of other residents or guests.
● Possession, use or trafficking of drugs within the residence.
● Repeated non-compliance with these rules or with the instructions provided by the residence staff as a consequence of each infraction.
● Discourteous behavior that, in the opinion of the residence management, may harm the peace of other residents, visitors, residence staff or third parties.

28. Eviction

The resident who has been expelled must leave the residence within a period of no more than 24 hours from the notification of the eviction, and will lose the deposit, although the resident will not be exempt from any other obligation incurred or derived from the damage caused.

29. Health care

It is the resident’s responsibility to have current medical insurance or social security coverage. The data on said insurance or affiliation will be provided by the resident before the start of their stay at the residence, in the form of personal data that will be sent to the resident before the start of their stay.

30. Devices and personal data

It is residents’ responsibility to log out of televisions or any media devices after use. When using televisions or any other media devices within the premises, residents agree to ensure that they log out of their accounts or any active sessions. It is essential to log out of these devices to preserve privacy and security, thus preventing unauthorized access to personal accounts and sensitive information. Residents should be diligent when logging out of shared media devices, ensuring a fair and respectful environment and avoiding inconvenience to other users. Failure to do so may result in disruption to other users and potential security risks. Residents are encouraged to follow this rule to promote responsible and considerate use of shared resources within the community or shared living space. Any violation of this rule may result in appropriate consequences as outlined by BLAU STUDENT HOUSING management.

In this regard, concerning internal security and cybersecurity regulations affecting the performance of employees and collaborators, as well as the use of computer equipment, email, mobile phones, and other applications accessible to employees, collaborators, residents, and visitors, the use of any type of devices for taking photographs, audio and video recordings, copying or capturing information or data, as well as their subsequent dissemination, without prior authorization or express consent from BLAU STUDENT HOUSING, and where applicable, from the concerned individual, is strictly prohibited.

31. Data Protection

BLAU STUDENT HOUSING commits to complying with the current regulations regarding the protection of personal data, especially with Regulation (EU) 2016/679 of the European Parliament and of the Council of April 27, 2016, concerning the protection of individuals concerning the processing of personal data and the free movement of such data, and with Organic Law 3/2018, of December 5, on the Protection of Personal Data and guarantee of digital rights.

In this regard, in compliance with data protection regulations, BLAU STUDENT HOUSING will process personal data by applying appropriate technical, legal, organizational, and security measures to ensure the duty of secrecy, confidentiality, and integrity of the information it manages in accordance with the current regulations.

Employees, collaborators, residents, visitors, and other third parties related to BLAU STUDENT HOUSING must, in accordance with the obligations established by regulations concerning data protection, security, cybersecurity, and duties of information, secrecy, and confidentiality to which they are subject, respect and comply with the internal procedures, policies, and regulations regarding trade secrets, confidentiality, security, cybersecurity, data protection, and other associated regulations that apply to them, as well as any other procedure, policy, and rule provided to them. Furthermore, employees and any other relevant individuals are obligated to undergo the training programs indicated to them.

Any security risks that could compromise the integrity and confidentiality of personal data and/or confidential information of BLAU STUDENT HOUSING must be reported to BLAU STUDENT HOUSING. In this sense, it is imperative to collaborate in communicating and reporting any situation, of which there are suspicions or knowledge, that could jeopardize the said entity, in order to take the necessary measures to ensure privacy and prevent unauthorized processing, loss, destruction, or accidental damage to personal data.

32. Compliance in matters of Prevention and Action against Harassment and Guarantee of Sexual Freedom

BLAU STUDENT HOUSING, puts at your disposal a Protocol against Harassment and Comprehensive Guarantee of Sexual Freedom available on the website www.blaustudenthousing.com. BLAU STUDENT HOUSING has the highest commitment and desire to act ethically and responsibly in relation to the creation of a work and professional environment free of attitudes and actions that may constitute harassment. In order to achieve this objective, the Protocol establishes protection measures for workers, as well as all people and third parties related to the Entity, whether in a labor, commercial, professional, user, resident or other similar manner. , with special attention to those with special protection (women, minors, people from the LGTBI community, etc.).

33. Internal Information System

BLAU STUDENT HOUSING maintains the highest commitment to compliance with regulations in the performance of its activities and operations. In this sense, as the axis of said culture and ethical and responsible commitment, an Internal Information System has been implemented, through which Residents or others can communicate or report signs, suspicions or evidence of possible regulatory breaches, crimes, unethical behavior and, in general, non-compliance with the protocols, standards and codes of conduct of BLAU STUDENT HOUSING. The System has been equipped with the best mechanisms to guarantee the security, confidentiality, anonymity and protection of personal data of informants, as well as the highest levels of professionalism, experience, independence and avoidance of conflicts of interest. 34. General and Modification

The management of BLAU STUDENT HOUSING reserves the right to modify these rules at any time, and is obliged to communicate any modification to all residents, so that they can properly observe the new or modified rules.

The condition of being a Resident at BLAU STUDENT HOUSING implies acceptance of these rules, which are agreed upon by the Resident.
